Can you cast solid fog with other fog spells?

Obscuring Mist is specifically burned away by a Fireball; Fog Cloud has no such provision in the spell text.

My players stay out, please:

Meet Thaddeus Sloat, demonologist and the nicest guy that no one really likes. I was noodling battle tactics for him in case negotiations between he and the party break down. Part of that was "How do you stop people from escaping a cloudkill?" The obvious answer was by following the cloudkill with a quickened solid fog. The fact that this will occur during a time stop makes the whole thing that much more fun.

I think I'll allow this to work, since air penetrates a solid fog just fine. It'll be fun to see how they handle this. . . assuming they pick a fight.
