Can you CHOOSE to turn your spell into a full-round action?

I haven't read this entire thread (WAAAAAY too long) but I have to post my vote against Magus. As the DNDFAQ and the PHB states, you can't normally CHOOSE to take a partial action (thus why are you arguing that a character could take two partial actions per round), and any rule which lets spellcasters cast two spells per round (without Haste and Quicken Feat involved) is just way to unbalancing to even pursue in its justification.
