Yep. Warlocks get mighty powerful starting at 12th level if your game is one where you have enough down time to make items. Especially if you have a DM that considers a single scroll with multiple spells to be a "single item". I wouldn't really call it a main ability, but then I'm not particularly into making magic items. The scoll thing sounds nice, though (this way you can guarantee access to all those spells you might need but don't have in the party).
