Can you Jump when Levitating?

I'd say no you could not jump while levitating.

I do see a way to get over the chasm though. Cast levitate, then lift just a few inches off the ground. Next find the tallest thing you have access to, like a staff (staff, polearm, or a long branch). Use the staff to push yourself forward while still levitating. You should be able to keep your momentum all the way across.

I think it's pretty clear that Newton's laws don't apply here. Does a levitating character drift off on the slightest breeze? Does the spell description say anything about being weightless or massless or anything of the sort? (Answer: no, it doesn't.) It gives explicit rules for what happens if you use missile weapons while levitating, and these rules say nothing whatsoever about how the recoil sends you drifting in the opposite direction.

When you're levitating, you can only move if you're pulling yourself along a solid surface or if you have some other non-standard means of mobility. Funky physics tricks will do you no good. It's magic; deal with it.
