For example: Can a character take a 5' step to avoid an AoO, then make a move action (25' in the case of a human) to move else where?

Absolutely not.

You can move 5 feet in any round when you don't perform any other kind of movement. Taking this 5-foot step never provokes an attack of opportunity. You can't take more than one 5-foot step in a round, and you can't take a 5-foot step in the same round when you move any distance.

You may take a move action but not movement.

You could still draw a weapon or load a crossbow and take a 5 ft step as well as an attack action in the same round but you couldn't move your speed, take a 5 ft step and an attack action nor could yuo take a 5 ft step and move your speed without taking an attack action.
