Nope.

Target: One humanoid creature

Thri-Kreen, Half-Giants, Liches, and many other critters you might have in your party are invalid targets for this spell. Our lich was somewhat anoyed when he realized he couldn't reduce himself.

Oops! My mistake. I keep thinking "Monstrous" is a subtype. They should have called it something other than "Monstrous Humanoid"

Can the monsterous humanoid already be large? Or do the have to be medium or smaller ?
Well, first, as Patlin pointed out, it doesn't work on monstrous humanoids, only humanoids. (They're two completely different types dispite both having the term "humanoid" in their names.) Enlarge works so long as the creature is not already magically enlarged.
