I'm looking for an item (I think non-magic, but I really don't recall) which allows you to grab either potions or scrolls (up to 5 being held at a time) as a free action. Anyone know where I might find this? I'd swear it was a bandolier, but...
It's a Masterwork Badolier in the case of potions. It allows you to store up to 10, and retrieving one can be done once per round as a free action. Costs ... 100 gp, I think.
The bandolier and masterwork bandolier are indeed found in the FRCS book. They don't, however, allow access to items as a free action. The potion belt and masterwork potion belt found in the same book does, however, allow you to retrieve one potion per round as a free action.
What sense does those items make?
I mean, we have NO RULES about how much you can carry and have at your disposal.
So these items don't have a baseline with which to balance themselves.

I don't know what point you are trying to make. But theamount of items a PC can carry is specified in the core books (see encumbrance rules).
The point of the item in question was to allow a character to draw a potion as a free action and then use it in the same round. Normally drawing an item is a move equiv action and using a potion is a standard action, so the character is allowed to take a move and use a potion in the same round. A single potion mind you not hordes of them.
