A bounty is definately going out on the PCs heads.
How do I pay for it as an evil (or just greedy) ruler? Simple: the people pay.
Those pesky kids (aka PCs) just used brute force to show that I can be beat. Now, I need to undermine the towns suddenly rising hopes of freedom. Firstly, any troublemakers (preferably someone the PCs might have made good friends with and who is trying to carry on after them) will be silenced. After that, I'm going to raise a "protection tax" to ensure this never happens again (of course my ruffians might have to rough some people up in the short term to protect them) to use as a bounty on their heads.
And if I want to be really diabolical and have taken the PCs interference personally, a piece of that friend is getting shipped out with any groups that leave here looking for them. With several groups, several pieces.
