carefull attack and teleport

2 simple question,
carefull attack is really +2to hit and no dex bonus to dam???

it's true that teleport and polymorph don't exist in 4 ed manuals????

Careful Attack is ATK+2 vs AC and 1[W] for damage.

Polymorph is now a keyword for all effects that alter a creatures physical form. Same goes for Teleport which is a keyword for all powers of instantaneous travel.

There are several teleportation rituals, all of which are much more plot-compatible than oldschool teleport. I really, really like them.
