I had thought that Elizabeth's prohibition against long swords was simply because she was so utterly fed up with the nobles of her court tripping over their weapons all the time. Well, that's progress for you. :D

IMC The laws regarding weapons vary from place to place.

In some locals weapons are heavily controlled and restricted, in others there are no laws at all.

The general default is Be Polite, Don't carry weapons into certain locations without permission and don't cause trouble.

Most of the time Guard Leaders or similar folk will have Sense Motive at a reasonable skill level and will you it to gauge the moivations and power level of the person in general.

Folks though to be tenth level level or higher are treated as visting dignitaries more or less. After all a tenth level mage could destroy a goodly part of the city and even a fighter or rogue could slaughter a large number of guardsman if provoked.

The general rules are
low level, you got em where you want em
mid levels, be carefull
high level, leave em alone
 

In my campaign, weapons are licensed. If you've got a license, you can carry it where you please.

Armour is also licensed, as is wizardry.

Anyone who casts arcane magic in town had better have a wizardry license or a spellbook... because sorcery is punishable by petrification.
 

It's always a tense time when "adventurers" come to the city. Chances are good that they're going to make trouble.

When they come through the city gates, the watch quickly sends a message to the castle, whereupon the lord sends out his champions (a group of tough-as-nails former adventurers) to keep an eye on them.
