Apply the Plasma filter to it as described above. But before you merge the layer with the Color Layer, apply Skript-Fu->Selection->Blend Borders with a border size of 15 px to it. (Fifth Attachment)</p><p></p><p></p><p>This seems to work well enough, but it has some problems if your region borders the page border - as you can see here.
