Even removing those spells that are minimally effected by these conditions, there is still a spell from that "top of my head, nowhere near exhaustive" listing that a caster can execute while:</p><p></p><p>Blind,</p><p>Deaf,</p><p>Poisoned,</p><p>Prone,</p><p>Grappled,</p><p>Frightened,</p><p>Charmed,</p><p>Restrained, AND</p><p>Exhausted..<strong>nigh..unto..death</strong></p><p>In the middle of an active warzone</p><p></p><p><strong>With no peronal risk and no reduction in effect..at all.</strong></p><p></p><p>..and I don't think it'd be all that difficult to find more.</p></blockquote><p></p>
