Casting at less than full power

The only real problem I have seen is with SR when an overly clever spellcaster wanted to choose to fail some checks and not others. As long as you use a single consistent caster level for all resolution issues regarding that spell, I do not see any balance problem at all.

Well I wouldn't allow the caster to selectively lower the caster level for different targets in the same spell. One of the times this comes up is when everyone in the party has been hit with green slime (which just happened) and the mage wants to blast it all at once but not fry the characters.

Which brings up another thing, can a character with evasion not use the ability - using the green slime example from above, does a high level rogue have to fail his saving throw to let his wizard buddy use burning hands to get rid of it, or can he choose to save for half damage?

I'm thinking that houseruling it so that the caster could choose any level of power is fine even if it would be below the minimum needed to cast the spell.

I'm also thinking that being able to lower some of the caster based variables but not all should be a feat - I'm not sure if it should be meta magic or not tho. . . .

I'd say you can choose not to use evasion.
