casting at the edge of Close range

Shadow Binding is a 3rd level spell from Dragon #291 with a 10-foot radius burst and has a range of Close (25 ft + 5 ft/2 levels). A 5th level caster would have a range of 35 ft.

If my 5th level wizard casts this spell centered 35 feet away, will the spell only have a semi-circle area of effect, or will the entire spell's area take effect?

as per the rules it would only have a semi-circular effect.

just to be more specific, PH pg 148 under Range: "If any portion of the spell's area would extend beyond the range, that area is wasted."

That seems weird..... the fireball streaks out to a range of 400 feet and detonates,but oddly only in one direction.

Would be a really good way to freak someone out..... get the fireball to stop right at the tip of their nose.
