Casting Spells with Scrolls

I haven't been able to find any info about this: casting a spell using scrolls. I know in the PHB that a scroll could be prepared for a ritual that cut the casting time in half, but is there anything in any source book that allows a magic user to prepare a scroll that can be read to cast a non-ritual spell?

There are certain Tome implements that can allow you to swap in and use certain specific powers. Not quite the same thing. Creating a consumable item that lets you say expend an equivalent power to cast whatever is on it shouldn't be a big deal though.
 

If you want to recreate the feel of a scroll casting spellcaster from previous editions, I'd look at the Power Jewel level 5 magic item.
It lets you regain the use of an encounter power. So to create scrolls of spells, I'd have them cost at least as much as a consumable or potion of the same level of the spell, and possibly more. In addition, you should probably consider whether you want to allow daily powers to be inscribed on a scroll, as the caster who can repeat one of those twice in an encounter will be very powerful.
