You can make your own power cards.

Personally, I use a sheet of paper with all my cards printed on it. I just remember when I've used them or not, but you could place a token on top of expended powers or whatever if you preferred.

Several ways. You could use the character generator with D&D insider.
There is also at least one excellent powers cards set on this fine site, using the magic set editor program. Unsure of the link but some careful searching should be rewarding.
 

I also go with the downloaded power card templates/DDI character generator. Very convenient. Another easy way is to make a short list of all your powers on scrap paper, and use a tick mark to show which are used (scratch off the tick-marks after a rest).
 

Cheap option: I got the free beta character builder (free without insider subscription) and found that there is an option for having a page of empty power cards at the end of the character sheet, it gives 2 at wills, 2 encounters, 2 dailies and two utilities. I print only that page, and I fill them out by hand, using my own abbreviations and such, so at a glance i see what the power does, and how much damage, etc. I only do it for one character's powers at a time, so i guess it doesn't count as a 'catalogue' but you could do it if you felt really ambitious.....
