Well, at least 1st-level wizards need not run in fear from a cat: At a guess, a starting wizard would average about 2 rounds before they kill this (but it'll hit almost every round-- +11 v. AC of 14 to 16).

And that's about right: a Level 8 minion is 88 xp--not much of a challenge for a level 1 character.

I doubt it. I think it's just an exception. They're saying that the conjured creature is exactly like a minion, and then they list exceptions to the normal minion rules as they apply to the conjured creature. What's that basic rule they've been saying for 4e? Something like general rules and then specific ones? This is a perfect example of that.
 


Finally! I can has stats for a badger minion for my Gnome strike groups!

I haven't looked at the MM, so I don't know if enemies have abilities that grant temporary hit points, but players definitely do. I think this is a special note so that minions don't become non-minions by virtue of gaining temporary hit points, which can increase your total over your normal maximum.

There are monsters in the MM and other released products that grant temporary hit points and there has already been a ruling that minions can gain temporary HP. I'm not sure if it was in the FAQ, errata, or in just a CS response.

Actually, the very first encounter* in Keep on the Shadowfell, the first published 4e product, contained both minions and a non-minion with a power to grant allies temporary HP.

*It may have been the second encounter, I can't remember for sure, but I know it was one of the beginning encounters.
