Certain basic feats that should exist (IYO) but don't

Yeah, well I enjoy tinkering with rules. And, I am happy to say, my "tinkered with" rules are beginning to spread....There's another group in Toronto where the DM is using my version.
See, that's what I love about D&D. A few minor houserules and you can play the game how you like it! :D

I'd like to see Veteran's Bark:

As a swift action, any visible allied combatant's rolled "1" on an attack die can be converted from a potential fumble into a normal miss. This reflects a swiftly barked warning, reminding the ally of a similar mistake, and how not to make it.

This would be just the thing to save the bacon of that Monk who can't seem to perform Flurry of Misses without dropping her Kama every fifth time she pokes with it.

A feat that lets you take 10 (perhaps "take 15" to make it more appealing) on a skill whenever you wish, despite circumstances that normally would not enable you to do so.I know that certain PrC abilities essentialy do this; but here's to hoping anyway.

Or better yet, a feat that lets you take 20 in a shorter (but still significant) period of time.

For instance, I've always expected there'd eventually be a straightforward low-prereq, no-frills feat that reduces arcane spell failure by a certain percent, or alternatively, one that allows casting in light armor.

I remember a 3E feat called Arcane Warrior that had low prereqs You had to have the Armor Pro and a 13+STR but it reduced the asf by 5%, you could then get the improved version that reduced it by 15%.

Really a lot of the basic utility feats your talking about came from third party sources and have vanished.

That's the rogue skill mastery ability.

Power Attack, up to 5 points, without doubling on a two-handed weapon. The feat would then allow PA above 5 (if your BAB is high enough), and double damage on a two-hander. Anyone should be able to swing wildly, sacrificing accuracy for power, to a point.

Weapon Finesse. Any weapon that is currently "finessable" should give you the option of attacking with Dex automatically, rather than requiring a feat. The Weapon Finesse feat, then, should apply to only a single weapon each time you take it, and should allow you to finesse a weapon that is not normally finessable.
I like you :)

Fumbles aren't RAW. You know that, right? A 1 is, by core rules, only a miss. There may be an option that says otherwise in the DMG, but that's all.

I am in 4 campaigns and all 4 DMs use fumble rules. I would guess that fumble rules are popular enough among DMs that an "anti-fumble" feat would be worth it for players.

The Rogue's skill mastery (not achievable before level 10) coupled with the Savvy Rogue feat comes close. Savvy Rogue lets you take 12 on any skill for which you've selected skill mastery. I guess you'd also need to throw in 4 levels of Warlock to also be able to take 10 (but not 12, alas) on Use Magic Device.
