Certain basic feats that should exist (IYO) but don't

Why do you think this is basic? What sort of character types would you want to have it?

It's the Cha-dump-stat thing. Basically I'd like to see fighters encouraged not to have 8 Cha all the time.

I like avoiding Cha dumping. That's why I once created a character that added Cha bonus to AC three different ways that stacked and also added Cha to damage when it counted. That was fun :]

This is not correct, The Feat is a sidebar within the Alternative Skills section. Both alternative skill systems described has text pointing to the feat, describing how it is used within the context of that particular system. There is nothing in the text of the feat to say it will not work for the default skill system.
The Feat is a variant rule like everything in UA. But it is also a variant rule like every other Feat outside of core.

Specifics please? I know a certain bard/samurai/iaijutsu master/paladin that would be interested.

Nymph Battledancer1/Cleric5/Mystic Wanderer1 with Divine Might.

The modified build if you have all good stats and/or don't want to suck up the LA/ use Shapechange for Nymph (depending on your source for Half Nymph--the one I use keeps +Cha to AC, unlike the Dragon magazine one which inexplicably has powers that the regular Nymph doesn't have):

Half-Nymph Monk1/Battledancer1/Cleric5/MysticWanderer1/(optionally FighterX/Duelist1 if you don't use the depressingly limited 3.5 Duelist AC cap). This gives you, in addition to +Dex bonus to AC that everyone gets, +Cha bonusx3, +Wis bonusx1, possibly +Int bonusx1. If you have Dragon Compendium, you can probably Kung Fu Genius the Wis into Int if you prefer Int, and/or then add a second class other than Monk that gives Wis to AC (like Swordsage).

It is? ... How does that work? You still need all those BAB, Feat, class feature and spell casting requirements. Those often force one to three more levels than the skill requirements.

Power Attack, up to 5 points, without doubling on a two-handed weapon. The feat would then allow PA above 5 (if your BAB is high enough), and double damage on a two-hander. Anyone should be able to swing wildly, sacrificing accuracy for power, to a point.

Weapon Finesse. Any weapon that is currently "finessable" should give you the option of attacking with Dex automatically, rather than requiring a feat. The Weapon Finesse feat, then, should apply to only a single weapon each time you take it, and should allow you to finesse a weapon that is not normally finessable.
