Certain basic feats that should exist (IYO) but don't

It is? ... How does that work? You still need all those BAB, Feat, class feature and spell casting requirements. Those often force one to three more levels than the skill requirements.
I don't have time to look for them exactly right now, but there are a goodly number of PrCs that require you to have a certain casting ability and then require skill ranks that no caster has as class skills, thus delaying entry to the PrC for quite some time unless you multiclass and lose a caster level

Maybe. But Human + Able Learner gets around this so I don't think cross-class skill ranks are considered for forcing multiple non-caster base classes. They tend to use class abilites like evasion, sneak attack etc...

Actually, it doesn't--look again. Able Learner is a beautiful feat, and I was going to suggest it as a much more elegant solution that doesn't break PrC prereqs.

I'm fairly sure (I don't have RoD) Able Learner only forces you to take 1 level of the skills class. So it does not allow you to force Rog 3 on a Wiz/Rog PrC.

The 1 level of the skill's class is the balancing factor on some PrCs, though. I'm not talking about multiclassers like Arcane Trickster--it's some of the more subtle PrCs that are limited to a caster only by ranks. I've seen several.

Weapon Finesse. Any weapon that is currently "finessable" should give you the option of attacking with Dex automatically, rather than requiring a feat. The Weapon Finesse feat, then, should apply to only a single weapon each time you take it, and should allow you to finesse a weapon that is not normally finessable.
Amen.

I'd like to see a pair of feats, one each that reduce the on-hand and off-hand attack penalties from Two Weapon Fighting to 0, burning 3 feats to reduce those penalties to 0 seems fair.

Highborn - you are a member of the ruling class. This feat may only be taken at 1st level. This feat confers no other bonuses such as better equipment or starting money. PreReq: born in an area with a stratified class structure.

I've always thought there should be a figher only feat that would allow for critical hits. It would be fun for the player and only come up occasionally with bbeg or elite soldier builds in NPC's. Something like fighter level 10 prereq. It should have realistic tables (possibly several by weapon damage types and maybe sizes) with specific mechanics. This crit table would replace x1 damage on a confirmed crit. (so a longsword crit would do normal damage plus roll and see what happened, where an arrow would do x2 plus roll.)

The tricky part would be the table what effects are reasoble, without making the feat boring or inefective?

Power Attack, up to 5 points, without doubling on a two-handed weapon. The feat would then allow PA above 5 (if your BAB is high enough), and double damage on a two-hander. Anyone should be able to swing wildly, sacrificing accuracy for power, to a point.

I use a "fighting aggressively" option, which works just like "fighting defensively" except that you take the -4 to attacks and gain +2 to damage. To me, that has nice symmetry.
