Not following you. If they are 8 1/2" x 11" pages that hold four pictures on them, how is rescaling going to fit them into 2" x 3 1/2" business card forms?

Not all the pictures are 4 to a page. The potions, frex, fit 10 to a page. And some of the staffs are 3 to a page. I bought a pad of heavy card stock and printed them there. And yup, cut 'em out by hand.

In acrobat you can set a print size and then use fit to page option in the print dialog

I used this idea in 'Call of Cthulhu' when people started needing to know 'OK, who has the notebook we took from the old house! It had a drawing in there we need to reference'. This was expecially important in the modern day campaign I was running, since they could make copies, or photoes, etc. It worked well. If you didn't have the card with you, ooops, you left the spell on the nighttable.

I developed a 3-up template in powerpoint, its much easier and you can go to the master page and change the design elements, then have it instantly reflected on your certs...the players liked it immediately, and want one for everything they find. (Once they can make things, it gets to be too much trouble for scrolls and potions...)
