OOC: Actually, this web anchors you in place. The -2 penalty on attack rolls is in effect, and also a -4 penalty to effective Dexterity due to entanglement. You may take a full-round action to try to escape or break out of the web.

OOC: I think Evilhalfling's question is whether he is an adjacent square. If he is, then he should be able to full attack at -2 to hit.
