It does increase the power of the class a bit (4 spells known with 6 per day is usually better than 3 spells known with 7 per day), so we actually made it a Feat.
It's the same as with skill points, really: increase doesn't give you skill points retroactively, but decrease won't rob you of any. But since known spells don't work on a x-per-level basis, it couldn't work that way. And you can permanently lose ability scores. I think known spells should not be subject to any attributes.
