Well, you are limiting the encounter level, but are you limiting equips as well?
You can give her a CHA 23 with the tome of leadership and influence. And that can't be loot if the players kill her.
Another way is paladin's spells, but requires UMD or , well, paladins...
Add a spell and you get +4, total of 27.

While I do agree in principle, that's not every group's playstyle. For example, I totally make up stuff on the fly, but major NPCs and villains are always statted out completely rules-legit.

[MENTION=83799]LiL KiNG[/MENTION] : I roll up my NPCs rules-legit, too. I find that the players find some comfort and trust in that, knowing that the NPCs are subject to random rolls, too.

In fact, I typically use 4d6, drop lowest, arrange to taste, for PCs and major NPCs. Everybody else gets 3d6 arrange to taste.

A character with a CHA 0f 18 has a +4 to social skills involving bluff. A character with a CHA of 22 has a +6 to those skills. A +2 difference is not earth shattering, and won't make or break your NPC's ruse, imho. In any case, raw CHA is not going to match up to someone who has ranks in detection skills.

Honestly, I'm starting to think Beguiler might be a better basis for this character. Seems like it'd solve a lot of your problems.
 


It's a caster with roguish skills and an emphasis on battlefield control, illusions, and enchantments from the PHB2. Not many fire spells, though.
 

The thing that really caught my eye was the regional feat 'fire in the blood' - makes the idea of a fire caster pretty appealing. But at this point being able to match skills and have some control over the battle field is seeming much more beneficial.
 

And you'll have a easier time killing people if you put them to Sleep first compared to slogging through their HP with fire spells.
 

I'm looking at making an NPC that will join our party for an adventure but will become a villian in her own right, going for a 3rd level Sorc build to match the party level and am looking for a template with a good Cha boost.

Magic Blooded Template +2 CHA, +0 LA. Dragon Magazine 306.
Draconic Template +2 CHA, +1 LA. Races of the Dragon.
