+CHA races

No PHB Races have bonuses to mental stats, and IMO there's a reason why. ECL +1 Races, like Aasimar and Tieflings can be balanced, 'cause the level loss is always a pain for a spellcaster, but ECL 0 +2 mental stat race (like the Sun Elf or the Vanara), are actually overpowered. When a fighter type gets +1 Hp / level, or +1 to hit and damage rolls, he gets an advantage. But the bonus spells (that are more than one when you reach 20+ stat) and, more than that, the +1 DC, are much stronger than the fighter +1 bonus.
If you really want a +0 ECL race that gives +2 Cha, use the Human bonus feat to take Spellcasting Prodigy and you're set (if your DM allows it, obviously).

Whilst Veldrane's point is true up to a limited extent, the system does break down when psionics are introduced. Once psionics rolll around, any stat boost can mean bonus power points and higher DCs. So clearly, it cannot be purely a balance issue.

Unless psionics is inherently unbalanced...
 

When 3e was first introduced, and people were bitching about gnomes losing their +2 Int, one of the designers came out and said that they didn't want any basic races to have a bonus to a mental stat. Their arguement was that they didn't want any race to be automatically a better spellcaster than average (Human) because of stats. As it stands, most races have no problem being most spell casting classes. Everyone but dwarves and half-orcs are equal, so any spell casting class is likely to be made up of a good mix of races. If there was a race with a mental stat bonus, a very large percentage of PC spell casters who used that stat would be of that race.
 

You could convince your DM that there's an elf subrace with +2 cha (instead of these +2 Int Sun elves. Wild elves, whose favored class is Sorcerer anyway, could be changed from +Dex -Int to +Cha -Int).
 

KoK PG

It's Kenzer rather than WoTC but the Forest Gnome in the KoK PG has a +2 to wisdom and charisma and a -2 to Str.

I acutely disagree with the posts that say a bonus to intelligence or charisma is more important than a bonus to strength. Mental stats only affect specific classes to any significant degree while physical stats affect EVERYONE to a significant degree. If you look at the encumberance tables it is quite easy for a low strength character to end up at medium load status which lowers your movement rate to 20 or 15 which is a significant penalty.

Additionally, caster's frequenty make touch attacks and your strength bonus or penalty does indeed affect your touch attack bonus (odd though that might be). Con and dex have obvious affects.
