Change Self / Hats of Disguise

Hello all,

I'm running a campaign in which the characters are evil and of the sneaky lot. All 3 of them have hats of disguise. I want to make sure I'm playing the item right.

Change self warrants a Will save (disbelief) when the characters are interacted with. What exactly constitutes as an interaction? Combat, of course. Any sort of physical contact. Since the illusion does not grant a diffrent voice, would a male character impersonating an old woman induce a saving throw for those who hear him? Should I grant a Bluff check / a Disguise check before I have the victims make saving throws (the saving throws probably won't be hard to make)? The characters have some established identities. Do the characters have to make disguise checks when they assume those identities? What about when they assume the appearance of a random, ordinary person? Do they only have to make Disguise checks when they are trying to impersonate a particular person?
