All things are possible in Chaos, and all things come from Chaos.
Even Law.

Not that he had a biased point of view or anything.

So Shar came before Chaos and Law and is above both. Hmmm, I like it!

You could also say that there is no chaos, just a law so complex that one would think it random. That true Chaos is an illusion made by the domination of all Order.

Just the same as a good too extreme produces an evil (slaughtering goblin babies), and an evil too extreme produces a good (a world in which that never happens again...)
