I wouldn't make them roll on a cantrip normally, but if it was part of an extended attempt to the same person or group of people, I could see making a roll out of it. Seems like the example in the first post might be closer to a skill challenge than a single use of the power that may involve stealth checks to get into places to cast the spell without being seen, deception explaining his whereabouts to the innkeep that noticed his absence, or even endurance as the mage spends his nights running around town and has to keep close people from noticing he's tired from the events.
