Character builder shop question

I was confused with some of the stuff under the shop tab on the 4th ed. character builder. What are the "rules" with buying magic items? Some items when you click on them the "Buy" button is lit up. But for most of the items the "Buy" button is greyed out and you only have the option to "Add". Why is this?
Just wondering how DMs play this....if a character has enough gold should they be allowed to buy these items? Should these items only be found in dungeons, etc?

I believe that's a reflection of the new rarity rules for magic items in the essentials books.

I see how obtaining magic items work as being hugely campaign dependent.
It certainly can cause a huge imbalance in power between a power gamer and a casual gamer which can be avoided by the GM placing things for both of them.

Yeah, uncommon and rare items simply cannot be bought in CB anymore as of the last update. You can still add them, but if you want to pay for them you'll just have to manually reduce your funds.

As of now, MOST items are uncommon. A few are rare. A smattering of basic vanilla items are common. You can buy the common ones, though during a game it is really up to the DM. Your DM might give you the opportunity to buy some uncommon items if he wants. You might be allowed to craft some of them as well, subject to whatever restrictions the DM wants to impose on that. The DM could also make certain additional items common at his option, but I don't think there is a way in CB to change which are which (I could be wrong there, or that might be something that will be added).
