First of all, if she seems to be leaning heavily that way, you might suggest that she take a Skill Training feat for Intimidate when she levels up. Don't force her, of course, but just a suggestion that it would help her preferred tactic. If she wants to, I'd give her the option to swap an existing skill for it, too.
As for interesting things for the character to do with her theme, I don't think you need to give anything in particular. One of the benefits of taking a Zeitgeist theme is occasional tie-ins in the story, but these aren't constant benefits, and aren't usually huge things.
That said, if she is a former criminal (you didn't say so, but it seems possible, especially since you called her a "thief"), then it is very possible that Kell might hate her even more for abandoning the organization or something. Even if that isn't true, I could also see the Family taking a shine to her, as someone with looser morals and desirable skills. I wouldn't have her "hold" a magic item or anything, but she might quickly become the Family's main point of contact with the group. Perhaps they might even try to recruit her to further their own cause in Risur.
That said, don't force anything. See where she takes a shine to. If she's intrigued by the Family and Cippiano, then let them show interest back. If she doesn't care about Kell, then maybe they don't care about her much. She did purposefully distance herself from the campaign plot elements. Perhaps she wants it that way. So react to where she goes, and don't try to force it one way or the other.
After all, between Dying Skyseer and Always On Time, there are plenty of places for a covert operative to shine without your adding anything.
