Normally, you cannot charge when your movement is hindered in any way, such as by difficult terrain or obstacles.
The Scout class feature 'Flawless Stride' allows you to 'move normally' across difficult terrain, as does the Highland Stalker class feature 'mountain stride'.
If your movement is no longer hindered by the terrain when you have one of these class features, does that mean you can now charge?
Or is the terrain feature preventing charging, no matter how easy your 'normal' movement becomes?
