The way I read it now, you cannot use the missiles to target the same person, each person can get at max 1 missile.

Is that correct?

"Up to 3 Creatures" is the targeting metric. "A Trio of glowing darts" is the quantifier.

So 3 can hit one, or one can hit each, or 2 and 1.

Maybe, the original version is much more explicit that you can arrange the missiles as you see fit, the new version has removed all of that language, which is why I ask.

Look at it this way - however many creatures you target, you still get a trio of darts. So if you target fewer than three creatures, you must inevitably assign multiple darts to at least one target.
