That's right - the Union Sentinels. The prestige class for Epic warriors to . . . become city guards, rather than doing anything even remotely epic. Still, it may be interesting for a short-term game to take the premise at face value.
Start with epic level heroes - real ones, the kind who have been slaying dragons and ruling kingdoms and stealing fire from the gods. Hand them each a suitably epic-level defeat, leaving them broken and spiritually owned by the Mercane, and forced to work as a Sentinel in order to pay off the debt and return home. Then give them some epic-level police work - maybe start out Law & Order style, with the corpse of a god discovered in a back alley.
It's a cop show, only the cops are Beowulf, Lancelot, Odysseus, and the Monkey King. Probably not great for a long term campaign, but it might be a fun miniseries or one shot.
