I'm having some trouble understanding the way Chill Touch works. Here's the description from the 3.5 SRD.

A touch from your hand, which glows with blue energy, disrupts the life force of living creatures. Each touch channels negative energy that deals 1d6 points of damage. The touched creature also takes 1 point of Strength damage unless it makes a successful Fortitude saving throw. You can use this melee touch attack up to one time per level.

My necromancer is 5th level. Does this mean that in one round, after I cast Chill Touch, I can make five touch attacks in one action? Or does it mean that I can make up to 5 touch attacks with only one cast of this spell, but each touch is a seperate attack and thereby a seperate standard action?

The second: you can make up to five touch attacks as a result of casting the spell, but each one is a separate attack (and at 5th level, you will likely need 5 rounds to use them all, barring something like haste).

A separate attack, and therefore a separate standard action ('Attack') or separate element of a full attack action... which is what Storm Raven's referring to, since at the moment, you only get one attack in a FAA.
