I currently play a Chosen of Mystra. A half-elven wizard named Celtavian Magerius. His father is a powerful sun elven mage known as "The Magesword" and his mother is a Mystran priestess. Celtavian was chosen from birth to be a Chosen because of the devotion his mother has for Mystra and the magical of aptitude of his father. He was raised in Silverymoon and has been tutored by Mystra herself concerning the history of magic in Faerun.
The Chosen of Mystra are definitely overpowered as a PC. I would only allow an extremely responsible player with a good concept who has done research on the chosen to play one. A Chosen can shift the tide of entire battle or render impotent your main villain if run as part of a normal adventuring group.
I would not allow someone to play a Chosen of Mystra or any god without a good sense of where I want the story to go.
For example, the current Chosen is a mysterious figure in the party. No one is quite sure of his full power nor his status as a Chosen. He is also the mover of the group. He takes them where magical threats exist and leads them against those who abuse the Art. I use him as a plot driver and any time you include a Chosen, he or she is going to be a major part of the story.

I am going to assume that your version of the Chosen you have concocted on your own.
The Chosen of Mystra are not slaves in any sense of the word. They are individuals chosen by Mystra to carry a portion of her power and with it, a portion of her responsibility to care for the weave.
She does not choose them frivolously, for once she gives this gift, she cannot take it back nor has she ever done so. Even Sammaster, the dark chosen of Mystra who used his power to start the Cult of the Dragon, did not lose his Chosen powers even when he turned to evil. That is why Mystra chooses very carefully her Chosen.
The Chosen serve Mystra by choice. They are Mystra's heroes, chosen to battle on behalf of her when Faerun is in danger. The chosen refer to their gift as "The Burden" because of the costs you speak of such as long life beyond the lives of their friends and loved ones. This burden they bear willingly because their love for Mystra is great, as well as their love of the Art.
Mystra chooses only those she feels will be able to bear this burden and will use it wisely and for good purpose. She does not choose people who think of it as slavery or that she can easily control. She wants willful people who will serve her willingly because they have good hearts and a love of the Art.
I don't know where you came up with your view of the Chosen. Sounds more like service to Bane or some other deity.
