Are there any good 3E or 3.5E books on chronomancy, or magic for traveling through time?

If so, does this book have any spells for simply sending messages through time?

If so, it is open game content?

If so, can I use it to remind myself to pay my phone bill last week?

As Turanil said, there is the Netbook of Time as well as Mongoose's Chronomancy (which doesn't really deal with travelling through time oddly enough). One of Monte's adventure used time travel but AFAIK Malhavoc did not produce a supplement just for that subject.

I have written a time travel/alternate dimension sourcebook that is being looked at by a publisher as we speak. Maybe that can be of help to you...in the future. ;)
 

EN World Gamer Issue 3 will include a mini-game called "Time Cops." You can probably infer the rest from the title. It's fairly sci-fi genre-specific with the rules provided, but it's a fun article worth mining ideas from.

The Malhavoc adventure is Demon God's Fane- the session my group completed the adventure, and returned home to discover that the changes they'd made in the past had had one or two major effects on the present, and what they remembered about various people and events was now no longer true was one of the most entertaining games I've ever DMed. They're still sorting out various fall out from that and trying to get their heads round the 'new' present six months real time later- good times :)

I'd buy a sourcebook on this sort of thing in a hearbeat (although I'm not sure my players would ever forgive me...)

Wizards has a Complete Chronomancer. It has been released in 1 1/2 years, right after the 4e Player's handbook, which came in 2 years.
