I'm looking for a low level campaign (lv. 3->) in one of the big city's of the swordcoast/forgotten realms. Are there any? Which are the good ones?

none that i know of. at least none for 3e. I'm sure there was box sets for 2e stuff. You might be able to get them from SVgames.com
 



There are numerous obvious choices.

Waterdeep is one of them. It offers intrigue, bad quarters of the town, a grand dungeon directly beneath the city, and an underdark trade city, Skullport, where creatures of all races and alignements mingle. Numerous other locations for adventures are also close by. There are several 2E sourcebooks dealing with Waterdeep.

Baldur's Gate is another obvious choice, a great city with colonies in Maztica. Less official material, but many will be familair with the computer RPG version of Baldur's Gate.

Calimport is also a good choice, rich in history, with the flavor of 1001 Night, desert adventures, palace intrigues, old, ancient catacombs, a criminal underground of vast proportions, exotic mansions and foreign traders.
 

While it's not nearly as big a city as Waterdeep or Calimport, there is a lot of information out there on Silverymoon & the Silver Marches.

"The Gem of the North" has a population of about 30,000 (iirc), so it's certainly not a "small town" and there are plenty of plot hooks.

Project Silverymoon online, the FRCS & The Silver Marches supplements are good sources of information, too.
 


I am contemplating doing exactly that in my 2 FR campaigns, but on the whole one party (with a paladin) will not be visiting pirates very often, while the other (led by a priestess of Isis in Mulhorand) is well-set in Unthalass.
