NO MAPS!?!?

Meh, don't care either way. I already have all the maps available for Waterdeep - especially the most superior map set of Waterdeep yet - the City System box. If there are no maps in this 3e book, all I can say to the noobs is: "Too bad for you!"

Which is better? The 1st edition City System boxed set or the 2nd edition City of Splendors boxed set?

For maps? City System, by a long shot. For content, it's the City of Splendors box.
