Clarification: Encounter and Daily Powers

We just played our first game of 4e last night, and we have run into some confusion. How many encounter powers and daily powers can be used per encounter and per day?

At level 1, for example, you have 1 class encounter power, 1 class daily power, that is simple enough, but you also may have 1 racial encounter power, and possibly another power of some sort provided by a feat.

The level chart says you know 1 encounter power and 1 daily power, does that mean that you can only use 1 encounter power per encounter and 1 daily power per day, or does it mean strictly that this is all you get from your class, and you can still also use your racial/feat powers as well?

Is this clarified in any of the books? I have not been able to find anything

You can use each encounter power you have once per encounter. You can use each daily power you have once per day.
 

Crashy is correct. Let me go into magic item daily powers as those work a little differently.

At heroic tier, you can use one magic item daily per day. HOWEVER! Every milestone you get an extra magic item daily. So if I use a magic item daily, and then go through 2 encounters, I get the ability to use another magic item's daily. This CANNOT be the same daily I've already used, it has to be a different magic item.

At paragon, you can use two magic item dailies per day, at epic 3.
 

Ok this I dont understand. Why if I have 3 magic items and Iam level 5 can I only use the power of one of them ? I think you should beable to use the power of any item you have .. I keep reading this and I dont understand.
Might talk about house ruleing it but dont like to make house rules as I dont allways play with the same people and like to know the RAW .

It's to stop people wandering around with a wheelbarrow full of magic items with daily usage powers and churning one off all the time.

From what I can see, it's for two reasons: Firstly, for the same reason that you have Daily and Encounter powers, because resource management is part of the fun of the game. As to why Item Dailies aren't quite "daily" (or, I guess Daily & X per day limitations both apply) it's a substitute for restricting how many items any single character can actually use (beyond slots).
 

If you want "non-gamism" or whatever the hell that it would be called, you can say that there are certain things that use some innate magical power that everything has. As your character gains in power, he becomes more intune with power of the world. As such, items react to him differently. That is why it takes so long for him to finally be able to wear rings. They hold a lot more power, so it needs someone more connected.
In other words, "It does not make sense!" is not a good thing to do with anything in this edition. It is not supposed to make sense. It is supposed to be fun.
