I also have always seen them as creative "errata." Of course, they aren't errata because there is technically nothing wrong with the original design. Well, nothing wrong in game mechanics terms. But I have imagined that these came about when a game designer looked back on something in the PHB after it had been out for a couple of years and said, "I should have done X with that class instead." Instant new idea!
I really like the class substitution levels. Many of them make sense, I haven't seen any that totally break a game.
However, once complete champion is out I do hope that they do a Class Compendium like they did for all the other Compendiums. The class compendium would include all the base classes from all non-setting specific sources, as well as class substitution levels. They could put in the racial substitution levels if they want, too. I realize this would largely be a reprinting of material I already own, but that is one reprinting I would pay money to have all the material together in one book.
