Class template powers and attack bonus

I was applying a class template to a creature, and I realized I'm not sure how to calculate attack bonuses for powers that the class template would add. For example, the creature I was using had an attack that was +8 vs. Fortitude. I was adding a cleric template and wanted to give him Cause Fear. Cause Fear is Wisdom vs. Will. This guys raw Wisdom score would give a +2. With 1/2 level it would be a +3. So should the power really only be +3 vs. Will when his other power is +8 vs. Fortitude?

The Companion Characters stuff in the DMG 2 has clear rules for ignoring all the math and just using +Level as an attack bonus. Are there rules like this for applying class templates to creatures that I'm missing?

There are guidelines in the DMG for creating monsters, it looks like you are already using those. For attacks granted from a template you would use those same guidelines.

Since monsters do not use the same rules as PC's, even when they are using PC powers gained from a template (or because you just gave it to them) they have the attack value gleaned from that guideline.

I feel your confusion, when building 3.5 monsters you did have to worry about such things, whether the monster actually had the ability scores to cast the right spells, or take the right feats, but 4e is a lot looser in that respect. In fact, you could just *give* the monster the power you are looking at without the template, and at the same to-hit value.

Addtitionally, if you want to use the math behind it and not eyeball it, monsters get +1 per level, not +1/2 and that applies to any templates you add as well.
