Cleric, Druid, and Spirit Shaman also fit the bill. You might also consider the Binder to be of that ilk, but it is rather different and they can only do up to 8th-level pacts (why they didn't add 9th-level pacts just to be consistent with other casters I don't know).

Dandu's technically right. Calling him out on mild sarcasm with words like "douchery," on the other hand, gets more attention from the mods. But you should already know that.

Trapsmith can cast from an incredibly limited list, I think some are level 6.
Runescarred Bezerker can also access a very limited list of spells, I believe the highest is level 6.
