Classic treasure parcels vs Fixed items value for higher lvl characters

How can I say that... at p. 143 of the DMG and in the character builders, if we build characters who are not lvl 1 we got 1 item of lvl +1, of lvl, of lvl -1 and gold of lvl -1. I hope you catch my drift.

I dmed a game until lvl 8 with the normal parcels rules of the DMG. And I really found hard to endlessly give them gear and magic tems. I found too that they were really getting REALLY strong by the end of the heroic tier. (I know that characters shouldn't be losing power too)

One of my fellow dm (I play in his game since the beginning of 4e) saw that the treasure parcels of the DMG were giving too much. So, what he does is that : he takes us of (for example) lvl 17 to 22. He check the total gear of the rules of the DMG p. 143 of lvl 17 characters (item lvl 18, 17, 16 and gold for a lvl 16 item), take notes and take us to lvl 22 and compare for the gear of that lvl. The gap in gold between those 5 lvls are filled with magic items and treature. I must say that : that method is not working too bad, I never saw my character (who got magic items on his body now) having less magic items.

I hope you understand what I'm talking about and hope you can give me an honest answer : is that method stealing some potential power from the players ?
