D&D 5E (2014) Cleric of Thunder and Lightning

I wouldn't let the Insect Plague convert to lightning...is it already a base damage type spell? Those are the only one I would let them change, permanently, as mentioned above.

For the Tempest cleric in my game I let them choose to switch a spell's radiant damage to lightning or thunder at the time of casting because there are not very many lighting or thunder spells a tempest cleric gets. When I looked at it, it was pretty much one per level and no cantrips.

I let any cleric that can do special effects with a damage type to change a spell's radiant damage to that type.
 

The Elemental Evil Player's Companion has a thunder-based cantrip, Thunderclap.

Though none of the spells are given to Clerics, it would be easy to allow it to be slipped onto this cleric's list, or, RAW, to allow the player to get Magic Adept (Druid) as a feat (or multi class Druid for one level).
 

I don't allow the EEPC spells. I may in the next campaign. Just didnt want to add things like a whole slew of spells in the middle of a campaign. Thanks for the advice though.
 

I wouldn't worry about it. 5e isn't that tightly balanced. I did something similar in 4e when a player wanted a thunder and lightning themed wizard and it worked fine.
 

It won't break anything. It will allow him to gain a bit more benefit out of the elemental adept feat and his channel divinity: destructove wrath. If you don't allow him to turn Flame Strike into 8d6 lightning damage, but keep it 4d6 lightning and 4d6 radiant and you don't plan on the campaign lasting long enough so he can drop (Lightning)Fire Storms for 70 damage flat - it will be more than ok.
