Cloud Kill

The spell description says it moves 10 feet per round away from the caster.

Does this apply even if there are no conditions that would cause it to move? What if there is no breeze at all or it has dropped into a small depression. Does it move up and out of the depression or just stay there?

The spell states that it moves away from the caster at a certain speed. Even in perfectly still air, the cloud moves under the influence of its own magic.
