Are the rules for these contradictory, or just not all in one place?

If temps are between 0 and 40 degrees, "unprotected" characters are supposed to make fort saves every hour. The DC is 15 + 1 for each perviosu check. So in 20 hours, the dc is 35. Suffice it to say you take a journey of 1 week outdoors in 30 degree weather, you die.

Cold weather gear just says that you add +5 to the fort save. That won't help you for long term travel in cold at all. But do you count as "protected"?

Maybe if you put all the rules together, cold weather outfits allow you to ignore the fort save for 0-40 degree weather; and they give +5 to the fort save, AND reduce the number of saves to 1 per hour in weather below 0.

But it would help my confusion if this was all stated under Cold Weather Outfit.

The Frostburn Supplement Book states that for the temperatures you listed a protection level of 1 is needed to be completely fine and protected.
A standard character wihtout special abilities, resistances etc. has a protection level of 0.
Cold Weather Outfit grants a +1 equipment modifier to the protection level.

So... someone wearing a Cold Weather Outfit is fine in the mentioned temperature range.
