Command Undead vs. Turning

If you consider the Command Undead to function essentially the same as a Rebuke attempt by a cleric of the appropriate level, you could make the case for it overriding the Turn, in much the same way as if a good cleric and an evil cleric Turned and Rebuked and undead back and forth between them. It's stretching the interpretation of the spell pretty thin, but it's still a 2nd level slot for something the Cleric gets for free, so I don't feel it would be terribly unbalancing.

If that was the effect I was going for, I'd rewrite Command Undead to specifically address this, or I'd make 3rd level spell that functioned as a Rebuke Attempt, but either way you're drifting into House Rules territory.

Another question: Would the wight count against the evil cleric's number of undead commanded while under the suggestive control of the sorceress?

I don't see why not. Just because you are de facto prevented from benefiting from your resources does not mean they are not expended.
