Compiled possible character sheet errors?

Where is the +2 for proficiency coming from? I've been looking for that tidbit in both the DM and How-to documents and not seeing it? Is that just an assumption, or is it in a particular section that I just keep missing?
I think it's an assumption, based on experience with 4e, and to make the math work on the character sheets.

It seems to me like the character sheets might be based on a previous version of the rules. There's a few very basic discrepancies that could be accounted for that way. In this revision, they decided to scale attack and damage back (which is reasonable given how brutal the fighter appears), and make quarterstaves finesseable (finally!).

Because every character has an extra +2 to attack for no apparent reason. A proficiency bonus makes sense, and makes it easier when time comes to use a weapon one is not proficient with (just don't take the +2)

But I might be wrong.
