I agree that it's a hopeful sign. The designers are finally acknowledging, in print, that PrC's should be modified to fit your campaign.

But what I really, really want to see are some suggested Pious Templar (or whatever) spell lists. It is not enough to say "you can do this"; we need examples. I am paying my cold, hard cash to WotC so that they can spend the time coming up with spell lists. Not me.

So let's see 'em: a generic templar spell list, like the one in Defenders of the Faith. The differences in spell lists between templars of Heironeous and Hextor, or between Pelor and St. Cuthbert. That's what I want. (But I doubt I will get it.)

However, the wizard still have to (1) be 17th level, (2) have Wis 19, (3) take the feat, (4) choose the Luck domain and (5) learn the spell. If a wizard IMC wants to do that, I'd simply adjudicate his own Miracle in the way I adjudicate it for the clerics, i.e. against the deity's will.

You forgot step 0. Be a worshipper of a Diety with Luck as a Domain.
