What sort of thing would it do, that you couldn't already achieve with the existing Rogue class? Charlatan background, Expertise in Deception and Insight or Sleight of Hand.

If you want to go the magic route, Arcane Trickster, Bard or several other classes would work as well.

Don't have it with me right now, but I think one of the SCAG rogue options was focused on deception, as a cloak to the Assassin's Dagger.

How do you take social skills and manipulation to the next level? What happens when a charlatan rogue really dedicates a whole life to the art of the confidence game?

The Mastermind from SCAG could hold part of the answer (avoid getting caught) and the Swashbuckler's Panache could be relevant. The story space next to the Mastermind would probably be rather slim. How do you really see the difference between a schemer in court and someone doing a lot of confidence games?

I have a player in one of my games that has both the Charlatan background and the Mastermind sub-class. It pretty much covers everything and she is quite happy with it. Especially the Master of Tactics ability... using Help as a bonus action and giving its Advantage to another player within 30' has been huge for her.

I want my rogue to be similar to Faceman from the A-Team or the Nicholas Cage character in Matchstick Men. A real master at his craft, not just a regular charlatan...

The Mastermind Rogue archetype, found in the Sword Coast Adventurers Guide, is mostly focused on political intrigue and manipulation of people. Several boosts to persuasion and deception, with a level 17 ability that makes it impossible for a spell to tell if you are lying, and makes your thoughts unreadable.
